HOT, the telecommunications company, has been fined NIS 5.5 million for failing to deploy its infrastructure universally throughout the country and not reporting this to the Ministry of Communications. The Ministry stated that HOT did not place its infrastructure in Arab areas of Jerusalem and in small towns. Despite generating hundreds of thousands of shekels in income from cellular communication services annually, the fine imposed for violating the license is not considered too significant. HOT claimed that the failure to report the lack of infrastructure in certain areas was due to a “technical error”, which the Ministry finds implausible given the extent of time and number of settlements affected.
