HOK provided feedback on the curricula for vocational occupations, supporting the introduction of new curricula, modernization of vocational education, and strengthening work-based learning as a key component of quality vocational education.
The HOK insisted that work-based training should be conducted by apprentices with a licensed employer, with at least half of the qualification points obtained in a real work environment. They also called for clear information on the scientific exam as part of the defense of the final thesis, highlighting the importance of apprenticeship regulations and the inclusion of apprenticeship programs for professions like beautician and hairdresser.

In the school year 2023/2024, 4,524 students are enrolled in JMO programs, reflecting a slight increase compared to previous years. The enrollment policy is evolving to meet recommendations and increase quotas for trade profession enrollment. The positive trend in interest in craft occupations and enrollment in vocational programs showcases the importance of hands-on, work-based learning in shaping the future of Croatian craftsmanship.
