U-turn in Public Sector Reform: Spanish Socialists Withdraw Proposal to Eliminate Replacement Rate

PSOE pulls vote on eliminating replacement rate for civil servants just before Congress vote

The Finance and Public Service Commission was originally scheduled to vote on a proposal to eliminate the replacement rate in the Public Administration, put forward by the PSOE, this Wednesday. However, the socialist group decided to withdraw the measure at the last minute. Socialist sources explained that the withdrawal was due to the speaker being tied up in another committee where a vote was required, so they opted to withdraw the non-law proposal (PNL) and postpone the vote to a later date.

This measure was of significant interest as it was a key promise made by the Minister of Public Function, José Luis Escrivá, upon assuming his role. The Minister highlighted the negative impact of the replacement rate, referring to it as a procedure that leads to a substantial decrease in employment. It was also seen as a crucial step in the government’s objective to expand the public workforce.
