Uncovering Corruption in Armenia: Obtaining Driver’s Licenses for Bribes and the Dangers it Brings

A report from the anti-corruption committee has revealed that dozens of individuals have been involved in obtaining driver’s licenses for bribes. The investigation into the criminal proceedings has been completed, and S. K., a senior inspector of the registration-examination department of Armavir marz, was charged with abuse of official powers and fraud.

According to the report, S. K. used his influence and official powers to receive bribes with the help of his close friend S. P. The bribes ranged in size, with some individuals paying up to 400 thousand AMD. During 2023, S. K. and P. K., who accepted formal theoretical and practical exams from around 30 citizens applying for a driver’s license, created fake documents to issue the licenses, receiving a total of 6.5 million AMD in bribes from these citizens. In some cases, the candidates did not even participate in the exams, leading to many citizens operating vehicles without proper knowledge or experience, putting them at risk on the road.

The materials of the proceedings were sent to court with an indictment against both S. K., who abused his official powers and committed fraud, and S. P., who received a bribe from a criminal source. The investigation uncovered widespread corruption within the registration-examination department of Armavir marz and highlights the need for greater oversight and accountability within this critical government agency responsible for ensuring road safety in Armenia’s capital city region.

In conclusion, this case highlights once again how corruption can endanger public safety by allowing individuals without proper training or qualifications to operate vehicles on public roads.
