After weeks of failed negotiations, the Minister of Transport, Patrice Vergriete, finally secured the approval of all regions, except Île-de-France, to experiment with the “Rail Pass” in July and August. For just 49 euros per month, young people under the age of twenty-seven will have unlimited access to all TER and Intercity trains in France. The Ministry of Transport expressed its relief at this news, stating that it was a significant victory for the 700,000 young people who would benefit from it during the summer months.
This decision marks a reversal of the situation as the measure, initially announced by President Emmanuel Macron in September, was compromised due to opposition from three regions – Normandy, Hauts-de-France, and Auvergne Rhone-Alpes. The non-participation of Île-de-France and the required financial investment also contributed to the delay in implementing the system. However, after renewed negotiations and pressure from various stakeholders, including local authorities and interest groups, the regions eventually agreed to participate in the Rail Pass initiative.
Despite initial resistance from certain regions, the project has now been approved with a financing arrangement where 85% of revenue will go to local authorities while 15% will go to the State. The regions will be responsible for only 20% of financing estimated at 15 million euros. This agreement was reached after intense negotiations and pressure from various parties involved in decision making process.
