OSHA Finds Cavco Industries Inc. Violated Safety, Health Standards in 2023 Investigation

Modular Home Manufacturer Once Again Puts Workers at Risk for Safety and Health Hazards — Occupational Health & Safety

In October 2023, the Occupational Safety and Health Administration (OSHA) conducted an investigation at Cavco Industries Inc. and found that the company had violated several safety and health standards. The investigation resulted in 25 serious and two other-than-serious violations, totaling $272,479 in penalties.

Cavco Industries Inc., a modular home manufacturer based in Phoenix, has been cited with a total of 38 violations across facilities in four different states since 2015. The company’s recent violations include issues such as lack of fall protection, improper use of ladders, failure to maintain safe walking surfaces, overlooked overhead hazards, and more. Additionally, inspectors identified over a dozen health hazards, including the absence of respiratory and hazard communication programs, inadequate provision of personal protective equipment (PPE), and failure to assess silica exposure.

The citations were part of OSHA’s National Emphasis Program Site-Specific Targeting, which focuses on establishments with high injury rates. OSHA Area Director Monica Camacho in Austin expressed concern over the findings, stating that Cavco Industries has a history of violations that indicate a failure to provide a safe and healthful work environment for its employees.

Cavco Industries Inc. has now been given 15 business days to comply with OSHA’s findings or request an informal conference or contest the findings before an independent commission. Given the seriousness of the violations and the potential risks to workers, it is crucial for Cavco Industries Inc. to address these issues promptly and ensure the safety and health of its employees.
